Dear Voters,
On March 10, 2026, as you choose your next Mayor, you will also be voting for what Apopka will become. I want you to know why I will deliver more of what you’ve told me you hunger for in the city.
To show you I deliver on promises, here are some major achievements completed while serving as your school board member and county commissioner.
*Spearheaded the modernization and complete rebuilding of 7 Apopka schools (Elementary schools: Apopka, Clay Springs, Dream Lake, Lovell, Phillis Wheatley, Rock Springs; and Apopka Middle School)
*Led along with the district professional staff to WIN the prestigious “BROAD PRIZE” as the top urban school district in the nation
*Curated “Placemaking” exhibits in the newly-built schools (History Paintings – Apopka ES; Wekiva Springs photography – Clay Springs ES; Lake Mural – Dream Lake ES; Wild Cat Art – Lovell ES; Bio Exhibit – Phillis Wheatley ES; Springs Photography – Rock Springs ES)
*Ordered and funded new streetlights for 9 major Apopka roads, increasing safety (Apopka Blvd., Piedmont-Wekiva Rd, Sheeler Rd., Votaw Rd., East Welch Rd., Rock Springs Rd. North, Binion Rd., and Plymouth Sorrento Rd. in June.)
*Built new and repaired sidewalks in the older county neighborhoods (Breezy Heights, Lake Mendelin, Wekiwa Manor, and Northcrest)
*Passed a “northwest county boundary” Charter Amendment to preserve rural Apopka from suburban sprawl west of Round Lake Road
*Drove Orange County to conduct a road capacity “needs analysis” to justify funding for critical road improvements
*Created the “Corridor of the Year’ competition, organizing four citizen-led neighborhood groups for year-round clean-up efforts
But, I believe this isn’t enough, “You Deserve Moore”. As your next Mayor, I promise to move Apopka forward with integrity and vision. Watch for next week’s letter. I’ll share my plans for Apopka with you.

My Pledge To The Voters
Integrity – Transparency – Accountability
My administration pledges to serve the public with the utmost integrity. In fact, we will develop an ethics policy. Staff and I will be committed to transparency. Communication with the public will be robust. More attention will be given to customer service. Board retreats and rules of procedure will be developed to avoid the current chaos evident in most public meetings.
Efficiency – Quality
My administration will be committed to providing effective, quality, and efficient services. Top notch department leaders will be hired to provide superior leadership. Staff will be given the opportunity to receive professional development and advancement. Their continuing education is a top priority to become a state-of-the-art city.
Collaborative – Inclusive – Working for all Citizens
It is past time we think that Apopka can be run by one person. Nearing 70,000 residents and the complexities of modern life require it. Successful communities must be collaborative and serve all residents. I will develop a series of initiatives to include more residents on boards and in leadership positions.
Innovation – State-of-the-Art Community
Ideas, principles, frameworks, and policies will be sought from organizations such as Strong Towns, Florida Main Streets, Florida Redevelopment Association, and the Florida League of Cities. Apopka, or the “potato eating people” have a strong lineage of innovation all the way back to the native Americans. They were known as the first to grow potatoes. Cultivating crops is recognized as the first step toward a more sophisticated culture. Our pioneers braved the heat and mosquitos to create thriving farms along the Wekiva River. Our farmers were known for innovative techniques and patents. We must re-establish our heritage of excellence.
Strong Mayoral Form of Government
I must add, though, I support the Strong Mayoral Form of Government, so the top leader is elected by all the people. In a managerial form, the top person determines the vision and is only selected by the five council members. Strong Mayor is the quickest way to turn a city around. However, some charter and policy changes are necessary to better balance the power of the strong mayor with the people and council. Our council has largely been ignored and not had full access to critical information.

Control Property Tax Rates
By prioritizing the careful management of property tax rates, we can create a financial environment that not only respects the hard-earned money of our residents but also bolsters the foundation of our community through efficient public services. Our commitment to thorough financial reviews ensures that every dollar spent is strategically allocated, allowing us to maintain our vital infrastructure while delivering exceptional services that meet the needs of all Apopka citizens. As your mayor, I will advocate for responsible budgeting practices that foster transparency and accountability, empowering our community to thrive and ensure that essential city services remain accessible to everyone.

Refocus Apopka's CRA
To revitalize downtown Apopka, we must shift our focus towards enhancing taxable properties that stimulate economic growth and foster a vibrant business community. By prioritizing initiatives that drive redevelopment and attract new businesses, we can increase the taxable value of our historic district and ensure a sustainable revenue stream for essential services. This transformation is not just about aesthetics; it’s about reducing the tax burden on our residents and maintaining the infrastructure we cherish and expect. Together, we can create a thriving downtown that reflects the spirit of Apopka, where community and commerce flourish hand in hand.

Reduce Suburban Sprawl
As we reflect on the challenges posed by suburban sprawl, it’s clear that the path to the future in Apopka lies in revitalizing our existing infrastructure and making smarter development choices along the way. By prioritizing the needs of our community over unchecked expansion while keeping an eye on our history, we can foster a sustainable community environment that enhances everyone’s quality of life. Success Stories
Community Investment
Through my commitment to fostering a vibrant and inclusive community, I am proud to share the transformative upgrades made to our beloved parks and community centers, which have become essential gathering spaces for families in Apopka. With the painting renovations of the John Bridges Center and the investment in a new playground, we are creating environments where our children can thrive while also ensuring that the community benefits from these enhancements. The new children’s play area at Magnolia Park and the educational center will further enrich the lives of our residents, encouraging active play, learning, and community engagement for all ages. Lastly, I secured funding for upgrades at Wheatly Park as well for local residents. As we continue to invest in our parks, let’s celebrate these milestones that strengthen our community ties, inspire creativity, and promote a healthy, active lifestyle for everyone in Apopka.
Infrastructure Improvements
During my time as Commissioner, I was able to get MetroPLAN Orlando Rock Springs Road from the McDonald’s to Lester Road. I was able to secure county funding for infrastructure planning that will evaluate projected growth, roadway capacity needed, and proportionate funding shared between city and county. I also advocating for flood control measures for the Wekiva Village Townhomes and Hobby Lobby Shopping Center, which were flooded by Border Lake. I utilized county staff and contracted experts to create the Border Lake Draw Down Plan for flood control measures for the Wekiva area and Shopping Center near Rt 436, which are routinely flooded by Border Lake. I secured street lighting for the following streets: Apopka Blvd, Rock Springs Rd, Piedmont Wekiva Rd, Mt. Plymouth Rd, Welch Rd (east), and Votaw Rd (east). Plymouth Sorrento Road is scheduled for a lighting package in 2027. In addition, all major South Apopka roadways have been converted to LED street lighting.
Environmental Stewardship
The Wekiwa Springs Septic to Sewer Program, which was restarted by me during my first term as Commissioner, is a vital step towards safeguarding Florida’s precious water resources, demonstrating my commitment to both environmental stewardship, our local tourist industry and community health. By transitioning nearly 2000 homes from outdated, failing septic systems to a modern sewer infrastructure, we are not only reducing nitrogen and phosphorus pollution but also fostering a cleaner, healthier environment for our residents and their businesses. This initiative reflects my dedication to innovative solutions and collaborative efforts with city, county, state and federal authorities that ensure a sustainable future for Apopka, where our natural beauty thrives for generations to come.
